1980
David F. Barragan begins his career in the Marine Corps
1980-2007
David F. Barragan serves honorably throughout the world including combat operations in Kuwait and Iraq, and over 10 years in safety and explosives safety, rising to the rank of Sergeant Major.
2007
David F. Barragan founds BCI in Temecula, CA. Ralph Medina joins BCI as VP of Construction Safety and Senior Occupational Safety and Health Specialist
2012
BCI partners with the Wounded Warrior Program and the Veterans Transition
2014
Phil Fascetti joins BCI as VP of Training and Education to increase our training programs and create a “culture of safety” for our clients
2021
Freddie Feliciano replaces Phil Fascetti as VP of Training and Education.
2024
Dione Whisenant succeeded Ralph Medina as Vice President of the Construction Safety Division and now oversees Owner Controlled Insurance Program (OCIP) safety programs.

Matt Hackett assumes new duties as President of Barragan Risk Management, where he provides strategic leadership and oversight of safety and risk management services, ensuring compliance, operational excellence, and meaningful risk reduction for clients.
